| Can a teachers' union really play a supportive role in whole school change, or is it viewed as an obstacle to change? How can an Essential School benefit from having a union stand behind it? In 1999, two New York City schools converted to charter status. This freed them from the bureaucracy that existed in the city, but the staff of these two schools insisted on retaining membership in their union, the United Federation of Teachers. How can a union limit or enhance the change process in a school? What happens when you want to change your organizational structure, schedule or decision-making process? How does a union support/protect powerful teaching and learning, and support improved student achievement?
